Summary:
The White Berets cautiously crawl towards Luffy, much to his surprise and to the dismay of his crew. McKinley reveals a photograph of the Straw Hats taken by Amazon, confirming that they are illegal trespassers. As Pagaya tries to reason with them and the others wonder what’s going on, McKinley assures them that their crime is not that serious (Class 11) and that if they pay a fine of ten times the entrance fee, they can return as regular tourists. That still seems like a lot to pay for the Straw Hats, so they try to negotiate.
Just then, Nami arrives at the beach. When Usopp informs her of the fine, she gets so angry that she drives her Waver right into McKinley’s face, sending him flying. Pagaya warns Luffy and his crew that they are in danger, to which they agree and decide to make a run for it. A bloodied McKinley stops them and announces that their crime is now Class 5 and sentences them to a floating cloud, a small cloud that floated in the sky with no chance of getting away, in other words the death penalty. The White Berets continue to attack the crew with cloud arrows and dials, but Luffy, Zoro, and Sanji defeat them with relative ease. However, McKinley warns them that they have now become Class 2 criminals and that they will now be judged by the relentless priests of the Upper Yard.
