 Summary:

The Straw Hats cross the Sandora River, encounter a pack of kung fu dugongs, and talk to Vivi about the Dance Powder incident that happened 2 years ago.
The Straw Hat Pirates cross the Sandora River and land near the town. They then meet a colony of kung fu dugongs. Vivi explains to her friends that animals normally live in sea water, but due to the current drought, the river has become salty. The same thing happened to the ghost town they enter. Erumalu was once called a green city, but three years without a drop of rain took the best from its inhabitants, and today Erumalu is nothing but ruins. Vivi then tells them that the only city that didn’t suffer from a lack of water was Alubarna, the Arabasta capital and royal seat.
However, two years ago there was an “accident” in Nanohana. The ship’s cargo is dropped, revealing its contents: a massive amount of dance powder. The people in charge of the cargo looked frightened and mentioned that the powder was for the king. Dance Powder is a forbidden material that has the power to create rain, but at the expense of nearby clouds. After the scandal, it did not rain anywhere except the king’s palace. People became suspicious of Vivi’s father, not knowing that he was part of a malicious plan brought about by the Crocodile. Vivi is determined not to let him continue to afflict her people, and all the Straw Hats are ready to help her.
