Summary:

After Robin decides he wants to live, the straw pirates wait on the bridge to fight CP9. Franky reveals that Pluton’s plans are with him and burns them in front of Spandam, saying that he’s betting it all on the Straw Hats. With the unexpected help of Kokoro, Franky and the Straw Hats make a dramatic entry into the Tower of Justice.

 

We cut to the point just after Robin tearfully declares that she wants to live. At the courthouse, Mozu and Kiwi finally reach the drawbridge levers at the top of the towers and throw them. The Straw Hats hear a rumble and realize that the drawbridge to the Tower of Justice is coming down. Soon the gap closes and the Straw Hats can advance. CP9 stands defiant, ready for the challenge. At the courthouse, Baskerville declares that he will stop the drawbridge. Zambai and Paulie try to counterattack, but a shocking truth is revealed. Baskerville is not one three-headed judge, but three judges in a single costume. Because of this, the attacks miss and Center Baskerville is able to order a trench mortar to be fired at the drawbridge, partially blocking it. With no clear path, Spandam can still escape to the Gate of Justice.

But then Franky decides to make his own game. He reveals something that Spandam has been looking for for a long time: plans for Pluto. Spandam and CP9 suddenly realize they have been tricked. Franky has been hiding the plans in his cyborg body all along. Spandam demands that Franky turn them in, but instead Franky talks to Nico Robin and admits that he misjudged her based on rumors about her past. The one thing he and the rest of the Water 7 feared the most was the forbidden knowledge she had in her head. That and the blueprints in his hand are the only means of reconstructing the WMD. The only reason Water 7 followed the plans was in case she or someone used her knowledge to build Pluton; then it would need another Pluto to counter it. For years, the boatmen feared Robin because she was a wild card: a lonely, shunned person who could be exploited to a tragic end. But now, for the first time, Robin is not alone. The Straw Hats stand by her and have already declared their intention to defend her to the end. Franky knew this and knew what a strange situation he was in and decides to make a bet. Silently praying that Tom would understand what he was about to do, he holds Pluto’s plans in front of him…and burns them to ashes in a flash of fresh fire. Spandam and CP9 are shocked again when Franky destroys their five-year spy mission with a stroke. With the World Government actively looking for them, the blueprints no longer had value as a countermeasure, so Franky withheld the prize to prevent them from being turned against the shipbuilders’ will. With the plans destroyed, there’s only one way to build Pluton: Robin’s knowledge. His bet is that the Straw Hats will save Robin: thereby denying the World Government their last chance to gain access to the weapon. Franky now sides with the Straw Hats to help ensure this. Suddenly Franky hears familiar voices from the courthouse. It’s Zambai and Franky Family, they’re rooting for him. Franky realizes he’s not alone either. Finally driven to the point of rage, Spandam attacks Franky, sending him over the broken balcony into the abyss…

Just then, Kokoro’s voice comes from Nami’s Den Den Mushi. Rocketman runs again and heads for the courthouse. Kokoro tells the Straw Hats to prepare to jump into the abyss. The Straw Hats are confused at first, but once they hear Rocketman’s whistle, Luffy realizes what’s going on. He stretches out his arms to hug the others and jumps off the roof of the courthouse. As the Straw Hats and Franky fall, Rocketman appears at the drawbridge and accelerates upwards at full tilt, flying off the end into the air. Luffy steers himself and the rest of the Straw Hats to land on top of the shuttle in the air, and the train manages to catch Franky on the dented nose. Rocketman continues his flight and Spandam (to his horror) and CP9 (to their delight) realize that he can make it. Kokoro thinks about the feeling of déjà vu. Many years ago, Tom’s Workers built a ship for a certain daring pirate named Gold Roger. And today, Tom’s workers are here to help another brave pirate in Luffy.
