One Piece Episode 249

Summary:

After his defeat at the hands of Rob Lucci, Zoro is sent across Water 7 and splashes on the water until he hits a building (due to the rising water from the Aqua Laguna’s, he is slow to arrive). Zoro gets up and pays some kind of bounty after being pissed at Lucci, then runs away. Elsewhere, Luffy can be heard screaming and yelling “Not again!” probably stuck in another wall. Back at Franky’s base, Lucci examines how the ships used to be built near the remains of Tom’s workers. Usopp is surprised by this while Lucci holds up a picture that says Franky is hiding countless memories from the past. Franky yells at Lucci to get out, but Lucci says not until she gets the plans for Pluton. Franky says there are no plans, but Lucci, angry, knocks over the drawing table. Franky screams, but Lucci orders Kalifa to tie Franky up with her thorn rose, and she does. Franky is kneeling in pain and Lucci tells Franky to calm down because she knows everything about Franky’s past, especially the crime that happened eight years ago. Franky yells at Luca and even calls him a “freak”, causing an upset Agent CP9 to kick Franky away. Franky remembers a past experience and tells Lucci that Lucci doesn’t know anything about Tom or Water 7.

A long flash back to eight years ago when the folks at Water 7 were enjoying the Sea Train Puffing Tom that Tom built for his crew. The two people explain that the Judgment Ship will arrive soon and are sure they will let Tom go. The other people are a little worried that the other islands want more for their items, but they are not going to give up. Elsewhere, he is seen building an Iceburg and says that the people are happy to cross the ocean, but complain that it is not as good as they had hoped. However, Tom laughs it off and says that the ghosts are awake and we’ll see how that turns out. Suddenly a group of men approach and one of them starts talking to him. However, the man is blown away by a cannonball, but introduces himself as Agent Spandam from CP5. The cannonball turns out to be from Franky, who is celebrating his recent kill of the Sea King with his latest Battle Franky 35. Iceburg is angry at Franky’s childish behavior and starts pounding Franky’s battleship. Franky tries to stop him, but Iceburg knocks him to the ground and suddenly tells Franky that the battleships are dangerous and that someone else could get hold of one and use it to harm others. Tom shows up (with Spandam still behind him) and Iceburg wants Tom to back him up with Franky not building more ships. Spandam suddenly blurts out that he wants to talk to Tom, and Tom assumes he wants to talk about the trial. However, Spandam doesn’t know about any trial but just wants to talk about something.

Back at Tom’s Workers, Kokoro notices Iceburg and Franky arrive, but Tom is not with them. Iceburg informs her that he is with a World Government agent named Spandam, but this only confuses Kokoro when he says that someone from the World Government is not on the judgment ship. Elsewhere, Tom tells Spandam he has no plans. Spandam doesn’t believe this and says that he has been researching the history of Water 7 for a long time and knows that only Tom could have had the plans in his possession. Tom laughs and says that Spandam has the authority to investigate him. Spandam says he does and knows about Tom’s dealings with Gold Roger and threatens to tell the World Government if he doesn’t provide the plans. Tom says that the World Government already knows about him helping the Pirate King, and Spandam is surprised by wanting to know why Tom hasn’t been locked up or executed yet. Tom simply tells him to investigate more and kicks Spandam out. At the bar, the bartender tells Spandam that the judge will drop the charges because of Tom building the Sea Train. Spandam is angered by this, and a brief flashback occurs where Spandam receives orders from the Five Elders themselves to obtain the Pluton plans. Spandam leaves the bar still upset that Tom was fired, but Spandam slams into a nearby ladder and paint falls on him. Spandam almost slips but lands on his feet and impresses his CP5 followers. Spandam promises that the charge will stay and that Tom will die, but Spandam slips on the paint and falls into the water. Meanwhile, Tom grabs the plans from a hidden safe.

In Tom’s Workers, Tom tells Iceburg and Franky to come to him because he has something very important to show them. Some time later, Iceburg and Franky are both shocked and Tom says that it will be a nightmare if Pluton is built and now that the world government knows about it, he is more worried. Tom says he can’t keep the plans anymore and Iceburg agrees to take them. Franky wants to actually build it, but Iceburg punches him and says it should never be built. Tom says the world will be done, and suddenly puts down Nico Robin’s wanted poster (most likely alluding to her being the only known female archaeologist alive who can decipher Pluto’s plans).

It is daytime and Franky is seen leaving Tom’s Workers. However, Kokoro stops him and gives him the pants, saying that he caused a commotion in the town when he went there last time without pants. Franky, upset, then leaves and Kokoro wakes up Iceburg and Tom saying that they don’t want to miss Tom’s trial. People soon begin to gather around and the Marines are seen talking to Jorge about Tom’s punishment. Jorge says that he saw the Sea Train and is happy to announce that he will cancel Tom’s punishment. Franky notices everyone around and is happy to hear that Tom will most likely be released. Suddenly the Judgment Ship is attacked and people start running away. Some people notice the approaching fleet and to Franky’s horror, he sees his battleships, the Battle Frankies, attacking the Judgment Ship. Iceburg quickly tells Tom that Franky’s battleships are attacking the port, but Tom knows it’s the work of the World Government. People continue to run and Franky runs to see who’s doing it (because Jorge also wants to know who’s behind it). It turns out that the CP5 did it, who are doing it on Spandam’s orders, and Spandam plans to pin the blame on Tom. The CP5 agents retreat and head back to the scrap heap island, with Iceburg and Tom heading after them. The CP5 agents notice Tom and Iceburg’s arrival and leave. Suddenly, two more ships explode on Iceburg and Tom.

Franky arrives and sees that Tom and Iceburg are badly injured. Franky wants to know what happened, but Iceburg attacks Franky. Iceburg tells Franky that Spandam used the Battle Frankies to attack the people in the harbor much to Franky’s shock. Iceburg then says that they have the ability to create dangerous weapons, even if they are not meant to injure or kill. Iceburg says the World Government did this to put the blame on Tom so they can force him to hand over the plans. Iceburg continues to yell at Franky, saying that if Tom is taken away and hangs for it, Iceburg will never forgive Franky for the rest of his life. Franky screams and cries in terror after hearing everything that happened.
