Summary:
Conis is seen riding a wave towards Angel Island. In Lovely Street, McKinley announces to the public that Conis, Pagaya and Gan Fall, their former god, are on the run and that any information related to their capture should be reported to him and the White Berets. The citizens fear that if the three are hiding nearby, then God’s judgment may fall on the citizens as well. Just then, a soldier reports to McKinley that Conis has appeared at the port. As Conis proceeds with her swing, the White Berets shoot arrows at her. McKinley wonders why Conis is acting like she wants to be captured and issues an order for her capture. As the White Berets prepare to stop her advance, Conis continues to approach them at full speed, asking them to get out of her way. She manages to run over McKinley, and when she jumps off the bellows, she crashes into McKinley and into a building. Conis finds herself surrounded by worried citizens who fear that God’s judgment will be brought upon her and that they will be trapped in it.
At Arc Maxim, Enel laughs and mentions to Nami that Conis caused a scene on Angel Island, to which Nami replies that she should have been on the Going Merry. Nami questions Enel about his mantra abilities, especially his ability to identify people. Enel explains that he is able to use his lightning powers to read the radio waves within Skype, and if he hears a conversation he doesn’t like, he will pass judgment. Nami begins to fear again and wonders how she will escape. Enel looks in her direction and asks him if something is going on. Enel looks away, wondering whose presence he senses, then mentions to Nami that it was nothing.
Back on Angel Island, Conis pleads with the crowd to listen to her, to which the citizens respond to stay away from them. A soldier tries to attack her, but Conis points her Burn Bazooka at him and threatens to shoot. He then tells the crowd to go to the edge of the clouds in Cloud End so they can escape in boats to the Blue Sea as the island will be destroyed by Enel. The crowd remains skeptical and the kid throws a tomato in her face. Conis drops her Burn Bazooka and McKinley wonders what she’s going to do. He shocks the crowd and shouts that he does not accept Enel as God. The crowd runs and hides to avoid God’s judgment.
Eventually, the crowd notices that she is unharmed, and she replies that there is no point in God casting judgment on her when the entire island is wiped out. He tells them that this message is from a soldier who risked his life to tell Pagaya and her this information before her father and the soldier were sentenced. The crowd remains restless as the same child questions why the God who helps them would do such a thing. Conis again pleads with them to go to Cloud End, but the citizens express their fear of leaving their homeland and resettling in the unknown Blue Sea. He tells them that it’s better than getting killed and that for the last six years everyone should know what kind of person Enel is. The crowd remains uncertain, believing that the events they fear may not happen or that a miracle will save them.
Shocked by the crowd’s stubbornness, Conis fires his Burn Bazooka into the clouds. He reminds them that Enel has the power to keep them in despair and that time is running out and that waiting for a miracle will not save them. She concludes that it is no longer safe to lie low as victims and that they must take action to leave the island as they can no longer protect their lives by blaming someone else later. The crowd is moved by this and many of them pack up and head to Cloud End. Some members of the crowd remain and ask about the status of her family members who are part of the Divine Squad, to which she replies that she does not know. They ask what the Divine Squad is doing in the first place, and McKinley interrupts that the White Berets will figure it out and tells the crowd to go ahead and that the Divine Squad will catch up.
Convinced, the crowd leaves and McKinley tells Conis that he can’t let this island turn into Birka, the island in the southeast sky that Enel grew up on and that disappeared six years ago, meaning that Enel destroyed his home island before he came to Skype. McKinley reveals that before Enel’s arrival, McKinley served under Gan Fall’s Divine Squad. McKinley created the White Berets knowing that even if it looked like they would betray the Divine Squad, they would be able to protect the island by enforcing Enel’s rule. The White Berets have given the island years of stability by ensuring that no one angers God, but McKinley now admits that it was all for naught if the island is truly liquidated. Conis tells McKinley that he put people’s safety first, and that’s nothing to be ashamed of. Conis asks him to continue protecting people so she can help the Straw Hats escape.
Luffy and Aisa riding Pierre are seen running towards the Arc Maxim location. Robin wakes up and realizes that he can’t get Zoro, Wyper, Chopper, Gan Fall, and himself up the stem to escape immediately, but that they still need to escape to the upper area. Enel realizes that the presence he senses is not one of the five that survived and wonders where this new presence is hiding. Enel jumps to the edge of Arc Maxim to see and hear Luffy yelling at him. Nami runs over to see a determined Luffy ready to fight back. As Enel and Luffy exchange words, Aisa and Pierre are hiding and witness their performance, and she worries for Luffy’s safety. When Nami tries to warn Luffy about Enel’s powers, Enel stares at her, preventing her from speaking. Enel comments that he can hear Angel Island running around and that they must have realized what was going to happen to them. Luffy asks him what makes him a God, and Enel replies that he will soon know. Luffy runs up and extends his arm to reach the platform, to which Enel comments that Luffy is also not a normal human, but merely a Paramecia user.
As Enel charges El Thor, Luffy lunges at him, but El Thor is knocked out. Nami and Aisa yell at the display. As the smoke clears, a giant hole is visible in the walls and Luffy looks at it doubtfully before returning his gaze to Enel. To Nami’s surprise and Enel’s amazement, Luffy dodged the attack. Enel charges a 60 Million Volt Jamboule and fires it at Luffy, catching him this time. The smoke cleared again to reveal an unharmed Luffy. Enel pops out of his space to appear right in front of Luffy this time and uses Vaari’s 100 million volts. Nami then realizes that Enel’s attacks are useless as electric attacks do not affect the rubber properties of Luffy’s body. Luffy shouts that he’s had enough, and after Enel’s last attack fails, the shocked faces of Nami, Aisa, Pierre, and finally Enel are revealed. Enel shakes his head, thinking that physical attacks won’t damage his body, but when Luffy runs towards him, he successfully kicks and damages Enel. Nami now realizes that not even Enel’s lightning effects can protect him and that Luffy may be Enel’s only natural enemy.
