Summary:
The fire is raging at the Galley-La headquarters and can be seen from some distance. Kokoro, Chimney and Gonbe are seen looking on the roof of Blueno’s Bar as Kokoro states that her intuition was correct and that the “thing” should never have existed in this world. Meanwhile, the CP9 members go looking for Franky’s location. Downstairs, he sees members of the Franky Family shouting a message for Luffy. Rob Lucci, wearing a mask to hide his identity, asks them where Franky is, but they don’t answer, instead stating that they will teach him a lesson.
In the warehouse under the bridge, Franky, Mozu and Kiwi are seen crying as a confused Usopp asks them why they are doing this. Franky says he was touched to hear about Usopp’s determination to protect Going Merry, who is also at the base, by himself. The pair begin to comically talk about events involving money and disagreements with the straw pirates. Calling it even, Franky offers Usopp a place in the Franky Family, but the offer is declined as Usopp admits that he is still a pirate at heart, re-empowering Franky.
Franky then informs Usopp of the tide, the Aqua Laguna, arriving as they speak. He goes on to explain that they will be safe there and that although the evacuation is an annual event, the real problem with Water 7 is the rising water level. He explains that Water 7 was once built in the center of an island that has now seemingly sunk. The conversation moves on to the Sea Train, Puffing Tom, and how it was all due to the work of the great ship mechanic Tom.
Back in the streets of Water 7, the Franky Family lay defeated before Rob Lucci, who had claimed Franky’s place. CP9 begins to move to Franky’s place.
Back at the hideout, Mozu and Kiwi question Usopp about his plan after the Going Merry repairs are complete, to which he explains his thoughts on returning home. However, Franky claims that it is impossible for the ship to handle it. He admits that when he brought the ship there, he checked her condition and confirmed that the Galley-La Company’s assessment was correct. As he starts to move towards the Going Merry to dismantle it, Usopp stands in his way ready to attack.
