Summary:
The chapter begins with the royal guard falling out of the connecting corridor. They use bubble coral to create bubbles that they can float on. The Minister of the Left is angry and says that it was a disaster for them to leave Neptune alone in the castle. The Minister of the Right tells him not to think too much about it as it was Neptune’s order. He says they need to get in touch with Fukaboshi and get him in touch with Neptune. He then orders the soldiers to regroup at Gyoverly Hills, which is their nearest town.
The scene then changes to Gyoverly Hills where Ikaros Much is ordering people around. The citizens ask him why he and his men are causing chaos. He pretty much tells them to shut up and says the island will soon be under Jones’ control. He then orders them to step on the fumi-e. Other New Fish-Man Pirate officers do the same throughout the island. Daruma is in Candy Factory Town in the northwest part of the island. He tells the citizens that anyone who does not step on the fumi-e will be considered a human sympathizer and enemy of the New Fish-Man Pirates. Hyouzou is located on the southwest part of Fish-Man Island, outside the Fishermen’s Guild meeting hall. He gives the people there an ultimatum. They can either board the fumi-e or leave the island. He says that those who don’t want to do either say it’s okay for Hyouzou to tear them apart. Zeo is in the Marine Mall on the west side of the island. He gave the people there the same ultimatum he gave Hyouzou. The people there argue against leaving the island, saying that the light does not reach the seabed anywhere else and they could not live in the human world. Zeo then grabs someone from the crowd gathered around him and tells him that humans and the fish man can never coexist peacefully. They should submit and kneel before King Hody saying that fish men can rule over people and change history.
Dosun is in Water Wheel Village on the northern part of the island. Prince Fukaboshi hits Dosun in the jaw with his trident, knocking the pirate backwards. All the people in the village are happy to see Fukaboshi. Dosun lands in a crouched position a few feet away. Fukaboshi looks at the photo that Dosun dropped. He then angrily asks Dosun what he is trying to achieve by forcing the citizens to step on Queen Otohime’s fumi-e.
The scene changes to Coral Hill. The locals talk and say that Vander Decken IX escaped and Shirahoshi was kidnapped by the Straw Hats right before their eyes. When someone mentions that Shirahoshi said she would be home in time for dinner, someone else says that the pirates forced her to say that. Someone else is worried that she will be sold to the Sky Dragons as a slave. Another person reports that towns all over the island are reportedly being attacked by pirates from the Fish-Man District. Someone wonders what is going on in the palace and on the island. Caribou listens to the conversation from a great distance. He is interested in Shirahoshi because a mermaid of her size would fetch an incredible price on the slave market and says that he gets excited just thinking about it.
The scene switches to the Sea Forest where Shirahoshi is crying after learning what happened at the palace and her father. Jinbe reassures her that the New Fish-Man Pirates haven’t done anything to the king yet, which reassures her. He then asks her to take a moment to talk to Luffy, promising to save the king no matter what. Sanji then dances and carries three cups of tea for the ladies. The tea comes in two normal sized cups for Nami and Camie and one large cup for Shirahoshi. Nami tells Sanji to put the tea down as they are having a serious conversation right now and to stop sweet talking. Sanji comments on how he loves Nami’s more serious side. Nami then asks Jinbe to leave Arlong free in East Blue.
Before Jinbe starts to explain, Sanji tells Jinbe that he wants to know about that too. He remembers the last time he and Luffy heard about the Shichibukai Jinbe when Yosaku told them about it. While Sanji is talking, Luffy takes the opportunity to steal Nami’s tea. Then there is a flashback to when Yosaku was telling them about how Jinbe sent a terrible man to East Blue in exchange for his place as Shichibukai. Sanji asks Luffy if he forgot. Luffy replies saying that Yosaku is probably doing pretty well. Sanji adds that when Luffy appeared in the newspaper with Jinbe two years ago, it confused him deeply, thinking that Jinbe was a corrupt person like Arlong. He then tells Jinbe that they are willing to listen if he wants to explain, but advises the fish man to choose his words carefully. If he has something to hide, then he should be reminded that Nami’s hometown was controlled by Arlong, so she suffered unspeakably and excruciatingly during his rule. Jinbe’s face after hearing this shows shock and regret. Sanji ends by saying that what Jinbe says next will decide if he forgives him or not. Hatchan chimes in and says it’s true. Even if both of them were to apologize to Nami, there are some things she carries that can never be forgiven, some wounds that will never heal. Nami remembers when Bell-mère first learned about Nami’s dream of creating a world map, when the Arlong pirates first came to her village, and when Arlong shot Bellemere. She also remembers what it was like to live under Arlong, how she had to work endlessly creating maps for him, sometimes without food. She also remembers the time she started stealing money and how one job led to her being shot in the hand. Finally, she remembers when she returned to Arlong Park after some time away, when Arlong said he had no choice but to return.
Jinbe notes that she endured a lot of cruelty. Sanji snapped at him, asking what he knew about it. Nami says that she will never have an ounce of sympathy for Arlong no matter what, but she had no idea how a race as powerful as the fishmen were hunted until she arrived at the Saboady Archipelago two years ago. She remembers following the slave traders who took Camie and seeing Sabaody Park. She remembers thinking that Sabaody Park looked exactly like Arlong’s base of operations, Arlong Park. The chapter has a flashback to both locations and shows similarities in both the architecture and the logo. Hatchan mentions that he longed for Sabaody Park. He first adds that he doesn’t expect Nami to ever forgive him, then tells her that ever since they were kids, all he and the Fish-Man Pirates ever wanted was to be part of the human world. There is a flashback of Hatchan, Arlong, Chew and Kuroobi looking at Sabaody Park from afar. He also gives the history of the fish-men race. Two hundred years ago, the Ryugu Kingdom separated itself from the rest of the sea by becoming an official member of the World Government. The King was also allowed to attend with Levely. Nevertheless, the hatred towards the fish men still persisted. Luffy sips his tea while Franky, Den, and Shirahoshi look on with grim faces as Hatchan tells them about the worst time in their lives, the beginning of the great era of piracy. He clearly remembers the horror of the human pirates running around the island. Jinbe interrupts to say that the one who saved them from that horror was the now deceased Edward Newgate.
Jinbe says that humanity’s hatred is still not over. He says they all saw what reality was like when they were in the Sabaody Archipelago. He then reflects on how people always become cold and scary when they gain power. Even in the government, the same government that made the treaty with the fish men, this hatred remained. Jinbe tells them that two people on Fish-Man Island, intent on changing history, stepped forward and stood up. The first was Queen Otohime, who encouraged fish men to get along with humans. The other person was Fisher Tiger, whom Jinbe called a slave-liberating hero. He wanted segregation from the people and started the act for which he is most famous all over the world. He himself attacked Mary Geois and freed the slaves there. Luffy tries to remember where he heard the name Fisher Tiger before. After his foray into the holy land, Tiger gathered the fishmen he freed and formed the Sun Pirates. Jinbe tells everyone that he was part of this crew along with Hatchan and Arlong. When anti-government fishmen pirates run free, Otohimo’s philosophy of living in harmony becomes too much for the queen to handle. Otohime wanted to get past the present and change the future, while Fisher Tiger was willing to throw away the future to save his species of fish. Jinbe adds that no one knows who was right because it cannot be decided.
A flashback begins where someone says an enemy ship has been spotted. The flashback takes place fifteen years ago. Hatchan storms into the captain’s quarters on the Sun Pirates ship and says they have a huge problem. Inside the captain’s cabin are several fishmen, including Arlong, Jinbe, Gyara, Kuroobi, Chew, Macro, and Tansui. Arlong tells Hatchan to shut up while the captain sitting in the chair in the middle comments on how loud he is. Hatchan again claims they have a problem. The chapter ends with the formal introduction of Sun Pirate Captain Fisher Tiger and Hatchan asking if the problem is in the Marines.
