Summary:
The former toys emerge from beneath the Colosseum in a horde. Marines trying to calm the panic see them and conclude that the recent landscape change must have connected Trade Harbor to the Coliseum. Vice Admiral Maynard has returned to his former form and Vice Admiral Bastille chastises him for playing without orders. Maynard replies that through his infiltration he learned the depth of Doflamingo’s heinous crimes. In the underground trading port, Koala investigates a ship in the harbor. He discovers that the ship is a merchant vessel of the Kingdom of Doerena, masquerading as a pirate ship, and takes a picture.
As the Marines continue to restrain those being possessed, Maynard makes his case to Admiral Fujitoro, adamant that Donquijote Doflamingo will be arrested for what he has done. Issho replies that it is not the role of the world government to play God in the wake of the rage-filled cries of the citizens, and instructs the vice admiral to continue carrying out his orders.
In the newly located Royal Palace, most of the Donquijote family discuss their current strategy. They’ve already been assured that they won’t get into the SMILE Factory because of its Seastone structure, but they also destroy the factory keys to remove any glimmer of hope. Lao G comments harshly on Trebol’s inability to keep Sugar safe, prompting both Trebol and Diamante to try to justify their failure to Doflamingo. Lao G is further annoyed by their excuses, but Doflamingo comments to their relief that what’s done is done and that nothing can be done now. Diamante complains that the marines will be annoying and asks Doflamingo what he plans to do with the admiral. Doflamingo assures him that the Admiral won’t cause him any trouble for now due to their earlier conversations, but also notes that nothing good will come of letting him live.
As Pica begins to consider how best to deal with the pirates and marines, he speaks up and declares that he alone should be enough. Pico’s high pitched voice catches the underling off guard and he tries to hold back his laughter as another hastily tells him that laughing will kill him. Doflamingo says that there is no need to rush, as he is confident that his game will cause the citizens to choose the Donquijote family over the Riku family. When Pica starts to answer, the subordinate can no longer control himself and starts laughing. This immediately catches the attention of Doflamingo and the higher ups, much to the soldier’s dismay. When Pica is about to bury the underling in a rock for his laugh, Baby 5 shoots him instead to prevent Pica’s anger from getting out of control and knocking the underling off the platform. Doflamingo explains that he lost his mother at the age of 8 and killed his father at the age of 10, and since the managers shared his joys and sorrows with him, he will not tolerate his family being laughed at.
On the streets of Dressrosa, Senor Pink, Machvise, and Dellinger reflect on how the Marines don’t seem to be a problem due to Doflamingo’s status, wondering how Franky had enough power to escape them. Franky is seen running towards the new SMILE Factory location. It is revealed that he got his power from leftover cola he had in reserve to destroy the factory he plans to destroy with his Radical Beam. Monkey D. Luffy, Trafalgar Law, and Roronoa Zoro land on the Don Quixote pirates’ position, surrounded by marines and citizens who want to take their heads. Law, still handcuffed, expresses his outrage at Luffy’s choice of landing, but Zoro explains that the situation wouldn’t be good for them no matter where they landed, as the whole country wants their head. As they try to escape, Senor Pink floats through the ground and grabs Luffy’s leg. Machvise lunges at Luffy and Law, but Luffy extends his legs to push them out of the way. Dellinger aims a kick at Luffy, but Zoro kicks him from behind so the attack hits Machvis instead. Civilians and Marines open fire on the refugees. Zoro says that he is reluctant to use his swords because they are innocent between them, prompting Luffy to try Haki instead. Before he can use it, Issho appears and tells the citizens to stop shooting as it is useless against them. Zoro and Luffy express their shock at his presence and prepare for a confrontation.
At the coliseum, Robin’s group continues to evade the former toys and pursue their bounties, with Bartolomeo and Hack supporting them. Robin discovers that a landscape shift has placed the coliseum next to the King’s Plateau, so they head there to meet up with the others. While escaping, Hack notices that Sabo has left alone, as has Koala. The island begins to shift again and King Riku and Viola wonder what they will do this time. The commotion on the island attracts everyone’s attention until eventually Pica himself emerges from the landscape and towers over the island. As he says that he will deal with those who stand against his family, Luffy begins to laugh at the high pitch of his voice, infuriating Pico.
