Jinbe decides to tell the others and Nami about how Tiger and Otohime tried to change Fish-Man Island. The story now goes back 16 years ago, on Fish-Man Island, a robber took some money with a hostage, then the queen rushed to help, despite her guards saying they could handle it.

The robber warns her and shoots her, but Otohime avoids using Kenbunshoku Haki and slaps the robber. She screams in pain from the slap over her frail body. She asks the robber why he did what he did and he says he has 10 kids that need feeding and his job burned down and he needs money while Otohime just slaps him to knock some sense into him. She then cries and apologizes for not knowing the pain he was going through and he starts crying for what he did but was desperate to help his wife and children.

The guards arrest him and he vows to become a changed man and Otohime supports him. All the citizens praise Otohime and how he always tries to help others. Otohime now gives a lecture about humans and how they shouldn’t judge them and try to befriend them above the surface, and urges the citizens to sign a migration petition for the upcoming World Council. The citizens refuse due to their dislike of humans, while Jinbe just comments that it will never change anything.

At the palace, Otohime returns to her children and comforts the crying baby Shirahoshi while the brothers promise to take care of her. Neptune is seen talking to the ministers about Otohimo’s dream while telling them about how their ancestors tried to bring the Fishman to the surface hundreds of years ago with the help of Noah, but it ended in failure. He tells them to look at Otohime. The next day, at the bar, some pirates are harassing the Fish-Man waitress, stating that they think the Fish-Men are so weird, and Jinbe walks in and tells them to shut up because the sake is bad for him.

Jinbe is revealed to be an army soldier in his 30s. In the city of Arlong, he takes on forms and claims to have been doing army work and killing people on the island. The soldier asks “Boss” Jinbe for help and Jinbe tells Arlong to leave it, saying that he doesn’t really care about the papers, but they are important to the queen. Arlong does and says it’s been a long time “brother”. Jinbe calls him trash and scum, saying that he wants nothing to do with Arlong. Fisher Tiger arrives and the citizens welcome him along with Arlong and Jinbe and Tiger the two healthy ones. Jinbe claims he was on a long journey this time, and Tiger claims he has some work at the palace. When he arrives, he tells the king that he is going to free the slaves, and when Neptune asks what he saw, he just says “people” and seemingly explains what he saw, causing Otohime to cry. Sometime later, news of Tiger’s raid on Mary Geoise has spread throughout Fish-Man Island, and as a result, the entire island is in an uproar celebrating Tiger’s heroism. As a result, Jinbe leaves the army, Arlong’s gang, and the Macros join the Sun Pirates with slaves.
