Summary:
In the main square of Water 7, Zoro is still seen running across the rooftops, but finds himself lost. Elsewhere, Luffy can be seen struggling to free himself after getting stuck between some walls again. Zoro notices a burning building and runs towards it, but ends up being blown away by the wind. Meanwhile, Kokoro is seen observing the fire from a distance.
Back to eight years ago, Iceburg is still yelling at Franky that she will never forgive him. Suddenly Tom speaks up and tells Iceburg not to blame Franky because he didn’t do it. Franky runs up to Tom and notices that he has a harpoon stuck in him and says it’s one of his special harpoons that is hard to pull out once it’s stuck. Franky apologizes to Tom, but Tom says no, because he doesn’t mind. The Water 7 people soon notice Tom, Iceburg, and Franky, but are shocked to see that they are the ones who were injured, thinking that Tom is the reason for the attack. Spandam with his CP5 agents appear behind them and Spandam says it’s time for everyone to come quietly.
In the city, Tom, Iceburg and Franky are all handcuffed while Spandam explains that they were the ones who attacked the Judgment Ship and he and his CP5 agents managed to stop it in time. Some people wondered why Tom would do this, since the judge would have acquitted himself of his last offensive for building Oro Jackson for Gold Roger by having him build Sea Train Puffing Tom. Spandam approaches Jorge where the two shake hands and thank Spandam for stopping the attack. Spandam says he will take over the investigation and thinks he is close to getting the plans for Pluton. Kokoro and Yokozuna are worried about Tom and the others.
Jorge then thanks Tom for building the Sea Train, stating that Water 7 will continue building it, but questions why Tom would attack the Judgment Ship. Franky speaks up and says it wasn’t Tom, it was Spandam. However, everyone starts laughing, thinking that someone from the World Government wouldn’t do such a thing. Spandam then speaks and says that the raiders were created by Franky himself. Franky says that the ships that do such terrible things are not his ships anymore. Angered by his remarks, Tom breaks free of his handcuffs and punches Franky, much to everyone’s shock. Tom tells Franky that when a ship is built, it doesn’t matter what type it is, it’s neither good nor bad. He goes on to say that even if the ships hurt someone or could even destroy the world, whoever made them should never deny that he made them and never blame the ships. Everyone, including Jorge and Spandam, stare in shock at Tom’s comments, and Tom tells Iceburg and Franky that no matter what happens, they are not interfering. Tom then violently punches Spandam, much to everyone’s horror. Tom continues to attack Spandam, but Spandam orders the Marines and CP5 to fire on Tom. Tom is kneeling in pain and Franky is worried for him.
Spandam is pleased that Tom was shot, while Franky wonders why Tom did it. Spandam then orders his CP5 agents to arrest Tom, Iceburg, and Franky, saying they will go to Enies Lobby. The people are shocked as they say they didn’t know Tom would be so dangerous and the other people keep talking Tom up much to Franky’s anger. Tom calms Franky down and suddenly blurts out that he would like to confess. Tom then says that he led the raid on the court ship, but asks to be forgiven for the crime. Jorge says that even if it were possible, Tom would be charged again for building the boat for Gold Roger and would receive the maximum penalty (death). Tom agrees that he was proud to build a ship for the pirate king Gold Roger, much to the people’s shock and anger. Franky wants to know why, and Tom tells Franky that it’s best not to know that the world government would go to extreme lengths just to get the plans. Tom says Water 7 is alive and says he’s happy to help the town. Tom says his dream has finally kicked in and passes out from the sedative effect. Tom mentally tells Iceburg and Franky to take care of the plans and thanks everyone else (Kokoro and Yokozuna) for everything.
Spandam is excited to see that the tranquilizers have taken effect and orders his group to capture Tom, Iceburg, and Franky. However, Jorge says that Tom himself will be taken to Enies Lobby, much to Spandam’s annoyance. Spandam then orders Iceburg and Franky to be released while the marines prepare to take Tom away. Kokoro tearfully says that Tom cannot be abandoned as he sacrificed himself to save Iceburg and Franky. He goes on to say that no one who was taken to Enies Lobby has ever returned, and Franky’s rage suddenly explodes. Franky grabs the gun from the marine and smashes Spandam’s face with it. People are horrified by this and Iceburg, Kokoro and Yokozuna are shocked at what Franky just did. Franky is then shot by a marine and Iceburg tells Franky to run. Franky manages to escape and Spandam, now aboard the Sea Train, is angry that Franky escaped. Soon, Spandam is informed that Franky is on the tracks and orders the Sea Train to continue. Franky tells Yokozuna to stay away while he fires at Puffing Tom, telling him not to lead his creator away. The explosions had no effect and he tried to stop the Sea Train himself, remembering how Tom let him stay with him. Franky says he wants to continue building ships, but he can’t love ships that hurt people. However, he would like to be a great boatman like Tom, and Franky is soon run over by Puffing Tom. Franky now thinks to himself that he will build his own dream boat that will sail proudly on the waters.
Back in the present, Rob Lucci says he heard that Tom was a great boatman, but he was an uncontrollable Fishman with superhuman strength, and he asks the citizens if they know Tom, but gets blank answers. Franky doesn’t want to talk to Lucci anymore (with Usopp trying to calm him down) and Lucci says that many people and marines were hurt because of Franky. Since Franky was dead after the Sea Train accident, the charges were dropped, but now that Franky is alive, he will be taken to Enies Lobby. Blueno with Den Den Mushi goes to Franky while Lucci is talking and says that their supervisor wants to talk to him. When Blueno tells the “chief” to speak, the man says he spilled coffee on himself. He soon turns serious, however, but is surprised to hear Franky again. The man is surprised to see that Franky is still alive, but Franky does not recognize the voice. The man continues to tell how the scars have hurt him for eight years, but Franky wants to know who is talking to him. The man is revealed to be Spandam and says he is the same person who arrested Tom’s workers years ago.
