Summary:
Luffy and Crocodile reach the finale of their battle, but it will take more than defeating the Shichibukai to quell the civil war.
Vivi is distraught after Pella’s sacrifice. Even though he got the bomb away, the shock wave is still knocking people down and damaging buildings. Not one of the Straw Hats on the surface can believe it. Even worse, the people of Alubarna just rise up and start killing each other again. Tashigi is held back by the marines on the scene so they don’t interfere. When Vivi has lost all hope, she starts repeatedly yelling “STOP FIGHTING!” from the bell tower. Only the Straw Hats can hear her. Sensing Vivi’s pain and frustration, Nami tells the others to go stop the civil war at all costs.
Under Alubarna, the tomb is decaying. King Cobra and Miss All-Sunday are both out, as is Luffy. The crocodile revels in what appears to be his final victory. However, Luffy gets up, to the crocodile’s shock. Cobra arrives and Luffy declares that he cannot be defeated. Crocodile tries to get him with his hook again, but Luffy kicks him away so hard that the hook breaks.
Luffy starts thrashing the crocodile and lunges forward, throwing him through the ruins. Crocodile has no idea why the scorpion venom doesn’t work on Luffy. He deploys a knife from the stump of the grappling hook, but gets kicked into the beams of the ruins as he lunges at Luffy. Tired of these games, Sables uses Pasado to blow away more ruins. Luffy inflates his body, then twists and punches and lunges at the Crocodile. Luffy starts Gomu Gomu no Storm using his Gatling attack while rocketing towards the enemy. Crocodile counters Desert La Spada and forms a giant set of claws, but they are neutralized by Luffy’s blood-soaked fists. The crocodile will pound the ceiling of the ruins. To Cobra’s shock, the Crocodile is eventually driven several feet of bedrock and hundreds of feet into the air above Alubarna.
The Straw Hats and Vivi see the crocodile’s unconscious body falling through the air, and Vivi remembers reading about the worsening situation in Arabasta during their trip. Although the Straw Hats initially rejoice at Luffy’s victory, the civil war continues to rage around them. As Vivi keeps begging them to stop, it suddenly starts raining. When the people feel the first rain of Alubarna in three years, the people finally stop fighting. Eventually the dust clears and the people finally hear Vivi’s pleas to stop fighting. The people drop their guerillas when they find out that their princess is alive and well. When Crocodile collides with the street, Luffy hits the bottom of the tomb next to King Cobra. Vivi tells her people that the nightmare is finally over and Cobra thanks Luffy.
