Summary:

The Straw Hat Pirates take to the waterways of Water 7. They ride their Yagar bulls to the market town. Nami points out the mysterious masked people in the streets.
Meanwhile, Mikazuki, the Pirate captain with the big helmet, refuses to pay his shipwrights to repair their ship. Their boatmen, who work for the Galley-La Company, fight the pirates and eventually defeat them with a cannon.
The Straw Hat Pirates use the sluice lift to get to the shipbuilding island. There they find a crowd praising Lucci, one of the Galley-La Company boatmen. The citizen explains that the Galley-La Company is the pride of Water 7. The Galleys then head to the gold exchange to exchange their gold for money.
Meanwhile, Chopper and Robin shop at the back street market. They are about to enter the bookstore when a masked figure says to Robin, “CP9”. Chopper goes inside and leaves without buying any books, only to find that Robin was nowhere to be found.
Back on the ship, mysterious figures jump aboard and confront Zoro. Zoro wants to know who they are.
