Iceburg informs her that the world government has banned them from continuing their research and knows that Robin can decipher them. He concludes that even though she was 8 years old at the time, that’s why the bounty on her head is so high. Robin confirms his theory and Iceburg admits that he didn’t believe CP9 existed and notes that Robin left the Straw Hats to help. Iceburg then says that the weapon would never bring peace to the world, only destruction. He then tells Robin to abandon the idea and let him die. Robin simply tells him not to tell her what to do with her research, and Iceburg says that the two have a lot in common. Iceburg then says that he has the plans for an ancient weapon known as the Pluton, much to Robin’s surprise. Iceburg goes on to say that the Pluton was a battleship built on the island many years ago, and the boatmen who passed on the plans are worried that another battleship of equal strength will fall into the wrong hands. Back near the Galley-La Company, Luffy is still trying to get free. Luffy manages to grab a tall pole and pull himself up. Still determined to find Robin, Luffy grabs onto the roof of the Galley-La Company and launches himself towards it (Gomu Gomu Rocket). Inside the room, Paulie is seen with several holes in his body, bleeding, and he falls to the ground. The bull-masked agent and the skull-masked agent demand that Paulie hand over the plans. Paulie says he should have run instead of fighting and he falls to the ground and the plans slip out of his hands. A bull masked agent takes the plans and Paulie reveals they are fake to Agent CP9’s shock. Paulie taunts them and says their plan failed, but both CP9 agents are going to kill themselves. Suddenly, Luffy hits a wall, but gets stuck in the process. He notices Paulie on the ground injured, but then turns his attention to the masked agents who demand they return Robin. The skull-masked agent kicks the wall (Tempest Kick), almost hitting Luffy, but dodges at the last moment. However, the masked agent kicks him and pins him to the ground. The skull-masked agent does the same to Paulie and asks the other agents not to kill Iceburg yet and to all gather in his room.

Just outside, a soldier agent is seen fighting Peepley Lulu, who easily takes him out. Then he jumps up into the sky and leaves. Back in the room, Paulie asks if Luffy is okay and also apologizes for thinking he tried to kill Iceburg. Luffy accepts his apology, saying that they are pirates. Paulie wonders why Luffy came back and Luffy says that the masked people took Robin. Paulie is still willing to fight because he doesn’t want Iceburg to die and says he’s more than his boss. Back in Iceburg’s room, all the agents surround him and Hattori suddenly lands on the bull masked agent’s shoulder. The bull-masked agent takes off his mask to reveal himself to be none other than Lucci, while the skull-masked agent reveals himself to be Kaku. It turns out they weren’t killed earlier and were other people disguised as them. The soldier turns out to be Kalifa and the bear masked agent is Blueno to Iceburg’s shock and horror. Lucci wants to know where the actual blueprints for the ancient Pluton weapon are.
